I just received my Vonage PAP2, ...
If your PAP2v2 is serviced to a commercial VoSP, i.e. Vonage, chances are it is locked by the VoSP. Depending on what has been locked, you may have to contact your VoSP to ask them to turn ON/OFF the features you want.
