The implication is that they are going to require you to have their equipment at home if you want to use this at home, and charge a monthly fee for the service in addition to the already-too-high cellular service. There is no benefit to them to do it for "free".

The way it works is, you add the UMA calling feature to your regular cell plan. ...and of course, to use that feature, you need to be in the range of a hotspot...initially T-Mobile is requiring that you get your equipment from them, but eventually you will be able to use any hotspot. Talk all day and night on tmobile. The regular cellular network will take up the in-between areas.
