How many active TV outlets are you currently using? Your first split should really be a two-way; one leg feeding the modem, the other feeding the splitter(s) to your TVs.

That is how it is working. There is another tv in the living room but that is split at the outside. However, it too has the same noise on Channels 2-4. That tv has no splitter or amplifier.
