Or, unless it's a salaried position for which the individual engagement rates vary and utilization varies week to week.

Umm... What percentage do you think a US citizen gets as an employee of a consulting company? The only way a consultant ever sees more than a small fraction is if he's a direct contractor (i.e., 1099'ed directly to the end-employer).

Local outsource firm bills: $15/hour
National outsource firm bills: $12/hour
India-based, US-owned outsource firm bills: $9/hour
India-based, Indian-owned outsource firm bills $6/hour
Indian worker makes: $3/hour

We have several Indian contractors who work for us. They are not yet residents but they are working on their green card. There are a lot of firms who specialize in the green card process. We pay $105/hour for one poor fellow. He sees less than half that. He doesn't live in our metro area and has to pay his own travel and living expenses.
