anon : issue #1
the FCC recently ruled that all voip companies will be required to offer true 911 service.. i believe there is about a 4 month or so deadline on this.

issue #2
Insight Phone
Insight Phone is not VOIP (per se). It uses voip protocol, but adds a few layers of reliability on top of it. The packets sent from the phone modem to the insight office will be held w/ the utmost priority by the network, its called QOS (quality of service). This means that even in times of extremely heavy network traffic, the phone related packets will arrive safe and fast. On top of that, once the phone packets hit the Insight office they will not be thrown out on to the web to mingle w/ common web trash. No no, instead the packets will be quickly hauled off from the insight office straight to the telco via fiber.
Compare that to vonage or the others. The voice data from these VOIP boxes are treated no differently than an email. You, and your email, don't really care what order the packets arrive in your email box. By the time you open your email its been reassembled. Your ear can percieve these out of order (or delayed) packets. Thats what that garbled noise is on vonage when the web is busy.
