Peers will get though and sometimes have good speed (up or down). It would be instructive if you could see what each peer is doing. Don't know about Bitcomet but you can do this in Azureus.

Rogers has been throttling the torrent protocal since last fall. Some areas can't UL past 10 kB's and if there aren't too many people on a torrent and you need to UL to get more DL speed, too bad. Just have to wait until he moves those nasty boxes to another area. :uhh:
