<description><![CDATA[<A HREF="/useremail/u/810814"><b>haplo2112</b></A> : Agree totally...Currently on Charter 3/256 (so they claim for most areas) this is totally ridiculous....they need to fix this disparity between up and down when Charter jumps to 5 as is rumored to happen shortly they need to bring the upload to at least 1...but 1.5 -2.5 would be more reasonable.  The pathetic upload has to go.....]]></description>
