Let me explain-
Say you are downloading from me. I have no way of knowing that you are getting what i'm sending unless you say 'got that much', 'ok, got that part too', etc. So, every so often, your computer sends data back to who you are downloading from to tell thes server you got it okay. However, now assume you are uploading at near your max. Now, there is no upload bandwidth left for you to say 'okay' back with, so the server thinks you didn't get the data and resends it. Since you get the same data over and over, the overall download rate decreases. In general you need 10-15% of your upload bandwidth open to download at max speed.
