Because every company wants CONTROL! AGAIN I SAY..this has NOTHING to do with bandwidth-it's about CONTROL!
These companies provide CABLE TV SERVICE! That's their MAIN business. They want to make money off EVERY VIDEO SERVICE ON THEIR SYSTEM! They CAN'T make any money off IP based Internet video unless they can CONTROL your access to it.
p2p gave them the EXCUSE they needed to DO THIS! But WAIT-NOW (as predicted by about 3/4 of the people here) IP based VIDEO has overtaken p2p as using the most bandwidth. NOW they install protocol agnostic limiting which DOES give them the control.

what proof do you need? If yesterday they say p2p is down and "legal" video stream is way up to the point that overtakes p2p then their problems is not p2p traffic anymore. Is normal users accessing more video, news, and information via the net.
For example, if I barley watch any tv... i could cancel all my cable services and get all the news, broadcast tv and some other series via the internet for FREE when ever i want. That cuts directly into their revenue. What they do... they want to place limits on what you can access even legally to force you to pay more for a service (TV) that you can get for free or relatively lower cost over the net.

I suppose it's possible that Comcast is charging taxes and fees in some areas, but it's against federal law to do so.
said by FCC, in a declaratory ruling : Regarding franchise fees, the FCC notes that the law limits franchise fees to 5 percent of the gross revenues the cable operator receives from cable service. The FCC said that revenues from cable modem service should not be used in computing this franchise fee ceiling.

(the FCC classification was upheld by the US Supreme Court: »a257.g.akamaitech.net/7/257/2422···-277.pdf )
said by GAO : Internet Access Services, Including Bundled Broadband Services, May Not Be Taxed
-GAO Report to Congressional Committees January 2006 INTERNET ACCESS TAX MORATORIUM »www.gao.gov/new.items/d06273.pdf

1 edit | "protocol agnostic"? Does that means no port based QoS? Because port based would be even worse than just targeting bittorrent. And if it is not port based, what is left for them to base their "network management" on? Limit number of connections? Cap long sustained transfers? All way worse than just targeting bittorrent.

| This is a Good Thing This is exactly what I was hoping that Comcast would do in order to help provide better quality service. There are definitely congestion issues at times, and this plan will keep the heaviest users at bay so the rest of us can expect decent performance around the clock.
Provided that Comcast actually holds true to their word and provides all of the details, this should be implemented on any similarly structured network. If the pipes are clogged, slow the big offenders down until things clear up. They are not completely killing the connection or sending fake packets, just throttling back "speeds" a bit.
This is a nearly perfect solution that will benefit a huge majority of their customer base, me included.

So when you come off with your cute descriptions such as "Comcast had been testing their shiny new throttling system" to describe something, you're putting in WAY too much opinion to influence the conversation.
State the facts and let the people decide. After all, I think there are enough people here to do that for you. The more you interject your silly descriptions, the more transparent you become and the less you become a source of news.

| Commucast I have Comcast and download videos All THE TIME FROM ITUNES THAT I PAY FOR. The whole reason you don't want caps is that applications will be written for the higher speed. I also play online games. If you like caps go back to 28.8 or 56k and you will never need worry. When fios comes out I am gone. I get all three tier service from them but just wait till I leave em. | Re: Commucast Why do you think ISDN never took off in the states?. BECAUSE THEY METERED IT. Why do you think AOL kicked compuserve and prodigies rear? Because they came closer to not metering their service. It's a simple age old concept. Metering kills your market and will kill off innovation. If I were doing what you suggest then I would still be paying $8.00 - $14.00 HOUR PLUS LONG DISTANCE fees and be told to be happy with BBS software. When new applications are stuck with 250 GB cap that is 1 hard drive. 1 Hard drive for 1 month and that is greedy????? Innovation will come about on the web as application are no longer always resident on your PC. If you watch FMV such as international TV that is broadcast on a semi HD format 250 GB is nada. | |

Well dadkins, I don't think you have ever said a word against CC. But I do seem to recall you having a 16 megabit connection with CC. I think even you will see that supporting CC today will look mighty stupid later. With your 16 megabit connection you will have plenty of opportunity (legally) to run in to all kinds of roadblocks in CC's near future with all the network throttles AND meters about to kick in. Whats really interesting is to read how people like yourself can support a company that boldly LIED about using sandvine software on the P2P 24/7. Even after they were caught they still denied it and they still have not apologized for that. Morally and ethically these guys are evil. Sure I can see people like yourself supporting CC if they were up front about Sandvine etc.. but they weren't. CC saw themselves above the law and now they are under the fire from the FCC. It troubles me that people support and say good things about CC. CC will take and control as much as they can. If ever a company should be regulated with a tight leash its CC. It should never be up to corporations to define what the internet experience should be. I'm just hoping that my Qwest DSL remains open. If so, I'm sure they will grab huge amounts of market share from CC here in Albuquerque. CC may be making a huge mistake thinking its DSL competitors will follow suite with meters and throttles. They may be waiting to overtake their market.

They have ordered comcast to end all discriminatory throttling entirely by the end of the year.
Which is a big win. Because it means that they will either be throttling ALL people. Or stop throttling entirely. They obviously wont be ending their throttling but soon as they start throttling even port 80 applications... just about everyone using their product will be pissed off real quick. Looking to drop their service for internet service which isnt throttled. The free market will provide this product and comcast will start losing loads of money.
