Comments on news posted 2005-05-31 09:23:01: In order to speed up their deployment of IPTV services (and eliminate having to haggle with towns and cities), SBC and Verizon are trying to eliminate the local TV franchise concept, instead writing laws that would pass single, state-wide franchise p.. ..

I agree with the IPTV providers.

This is one case in which the timetable to delivery will slow dramatically, or may conclude in a fashion to not deploy it at all. If there is a middle-ground, then they'll deploy only in large markets and be accused of cherry-picking again.

Statewide Franchises

I guess one of the biggest problems I see with this type of push would be the ability of the Cities to actually get the franchise fees from the State.

I can just see a Governor deciding to seize franchise fees to help balance a state budget or something similar.

I also think that having to deal with each city may keep them (cable & phone cos) a little more honest. They can't just buy off the state house and senate, as they've tried to do with the anti-muni and dereg bills.

Figures.

And yet the cable providers could offer digital phone service and VOIP with their internet service, that's not a problem though.

Re: Statewide Franchises

We waited this long, why rush in and loose a something as benefical as franchise agreements. I would rather a service agreement, then not. Plus i dont want them cherrypicking areas, if they cant compete with cable, maybe they should just admit it.

Yeah, and when cable entered the telephony market without restraints that were placed on the phone companies you had no problems with that unfair advantage.

Yah, thats a great way to look at it. While the cable companies keep hosing you guys with rate increases every year, be happy that your ignorant state is hindering the speedup process of competition to cable TV.

Re: Statewide Franchises

That's the governments fault, they labeled cable as an information service, not a telecommunications service.

I am glad that they so far haven't been give state-wide franchise agreement. It won't be any slower getting local agreements vs. a state-wide one, since they only has service active in a handful of cities. They just need to get off their butts and send out their proposals.

So you won't be complaining when FIOS and/or whatever SBC's equivalent in TX doesn't get deployed?

I don't get it. People here whine about this country dropping in the rankings of broadband penetration (why this matters, I don't understand) but then they praise stupid laws like these which discourage enhanced broadband services deployment by the private sector.

hmm.. you must have not seen the rate increases both DirecTV and Dish Network have done in the last two years, with many more to come now that they have the taste of that.

Regulations that the Bells have to adhere to are the ones they AGREED to have. Not only agreed, but even pushed for it (albeit for ulterior motives). At least the ones they complain so much about.

Repeat after me

Verizon isn't deploying IPTV.

The issue still remains though.

Re: This is great news

My DirecTV bill actually went down when they re-organized their rate structure a couple years ago. It looks like it's gone up by $2 since I left.

Cable is a good deal right now for me only because I'm into HDTV and DVR. $60+ per month for Digital Classic (which is what I consider to be roughly equivalent to DirecTV's $42 plan) is a total rip-off, I feel sorry for people who aren't into HD and DVR who aren't getting value out of that high price.

Re: Statewide Franchises

I agree, its is all about paperwork. But that is only the initial process. What happens when those small townships start asking for unconventional conditions--which has been illustrated before on DSLR before as example is extreme requests.

A simplification of the process would benefit everyone, not just phone companies diversifying.

That's part of the game in getting cable tv franchises. If Verizon and SBC can't play the game properly, then don't play at all.

Sure, but then the state would also have to give the cable companies the same opportunity.

What's your argument for why statewide franchises are a good thing?

Anything that the government at all levels can do to get out of the way of any private broadband deployment is a good thing.

That's not a very convincing argument.
I somewhat agree that municiple franchises may be irrelevent these days with, what, four cable providers. If all the PA muni's sign with Comcast except one, what competitor is going to service that one holdout community?

Such a setup made much more sense back when there were multiple cable providers willing to service any area they could access.

BUT I think each municipality has every right to ensure their community is 'provided for'. Maybe a Statewide Franchise IS a good idea, but the franchisee should have to agree to related conditions, perhaps like:
-ensuring every community has the same service options as every other.
-every community has reasonable access to Public Access facilities
-there are enough support options for each community
-service level agreements
etc.

Likewise, the State should ensure a portion of the franchise fee makes it back to each community (based on the subscribers?) so they don't suddenly lose that income and so the State is less-likely to approve the concept solely due to 'dollar-sign eyes'.
