Why Seattle? Doesn't make a bit of sense unless they are out to piss the folks in Redmond off. I would suspect Seattle is a pretty Internet savvy area and not particularly interested in Internet with training wheels.
Quite honestly most of the AOL subscribers I know do it for the email interface. They don't want to be bothered learning OE or the like.
As far as content regulation, any 5 year old knows how to click the little blue "e" and circumvent that.
