GMAIL Ammended it's program policies on 6/28/2004 to include the following:

In addition to (and/or as some examples of) the violations described in Section 3 of the Terms of Use, users may not:

•Create multiple user accounts in connection with any violation of the Agreement or create user accounts by automated means or under false or fraudulent pretenses
•Sell, trade, resell or otherwise exploit for any unauthorized commercial purpose or transfer any Gmail account

Absolutely not. The Google acceptable use policy prohibits it.

said by the Google acceptable use policy and terms of service :

The Google Services are made available for your personal, non-commercial use only. You may not use the Google Services to sell a product or service, or to increase traffic to your Web site for commercial reasons, such as advertising sales.

This includes offering it as part of a webhosting package.
