99.9% of the time there is a simple explanation with an easy fix. When a connection is dropped or not properly terminated it takes a little while for the network side to realize it and react. Many routers/modems are set to reestablish a new connection too quickly. The network end doesn't realize that the original session is over so when it receives a new username/password challenge it can't give out the old IP because it assumes it's still in use. You should takes the following steps:

Power down your equipment (modem/router/pc/etc) for about 5 minutes or so and bring it back up.

If you have the capability to change the redial period setting on your router you should set it to 180 seconds or more.

Make sure you actually have a static IP still assigned to your account. You can confirm your account has static IP by checking here.

If you have tried the steps above and still do not have the correct static assignment, call the Help Desk at 888-321-2375.
