It depends. If your "PC Activity" light is blinking rapidly, then that's normal operation.

If your "Online/Receive/Send" lights are blinking, or just not on - then, there's something wrong. First thing you should check is your modem signal levels at »192.168.100.1/signal.html. You can check your signal levels here:

Afterwards, check your coaxial cables. Check your splitters, as well; make sure they are free of any crud, and the connectors are tight. Those are some basic things you should check.
