Vastnet is a wonderful ISP. I ordered a 350kbps line for $60/month, 1 year contract. Since then, I have had almost constant uptime. The rep I deal with in the service department knows me by first name. Whenever I call he's on the other end of the phone and generally already knows about the problem. As a bonus, he has the same service I do and if there's an outage, he's also experiencing it.
I've had two instances of downtime, both due to problems COVAD was having, and resolved in a few hours.
Install took a while because COVAD is generally slow about things in my area. I waited about three months to get the line. The physical install went very quickly, without any problems.
The only problem I've had was with their billing department which seems to make a number of clerical errors. Eventually they also charge my credit card after I specifically asked them not to use it after the install and delete the number.
