With throttling and now UBB coming down the pipe from Bell, I decided it was time to try out the alternatives, ie, an ISP that wasn't just wholesaling DSL through Bell. Colba has its own equipment in the COs in the Montreal area, and is thus immune to throttling and Bell's UBB policies if you're hooked up through their equipment.
I emailed the sales address on the Colba website, and had my order handled personally by an Ellen Chalyuk, account manager for Colbanet. Colba can tell you whether you're within service area of one of their COs or not, and what speeds others in your area are getting through their service (ie, what you can expect).
I had my dry DSL line hooked up to Colba's equipment on the day of my cancellation with Teksavvy, actually a day earlier than my official activation date. No technician visit was required, but Colba needed directions to give to the Bell tech in case they needed to visit the demarc in my building (the contact # for my landlady was sufficient).
I was told the other customer in my building was syncing at 10megs down, and on the activation date I achieved a sync rate of 11megs down. Hooked up to the NDG CO, which gives me 39dB attenuation from the corner of Sherbrooke W and Elmhurst Ave.
Speed tests match the sync rate (accounting DSL overhead), in offtime as well as primetime (if they've oversold their backhaul from the CO, I can't tell). Pings to my game servers are 12ms higher versus 5meg DSL fastpath on account of interleaving, but I was expecting that.
There's a monthly plan, or you can prepay for a year for a discount. They also offer an Annex M service for a higher price, if you want a better upload speed.
That's about it! ADSL2+ in Montreal, no caps, no throttling! Lovin' it.

Few months ago, I realized Bell applied throttling to my ISP (a Bell reseller). I had been looking for an unthrottled alternative for months until I found ColbaNet. I got my service activated two weeks ago and have been able to download Ubuntu Linux at one full megabyte per second! This is the ADSL2+ service.
I host servers, so I pay 10$ a month to get a static IP address. This is more than twice the price I was paying at ElectronicBox, but I thought it was still worth it.
I pay 29.95$ per month and have a one-year service agreement, which means there were no activation fees. However, I asked for a dry loop installation, which costs 18.91$ to install, and 7.63$/month (I'm in Zone B, near metro St-Michel).
I got the modem quickly, for which I paid 60$ plus shipping. It's an OvisLink, which came with a filter.
The Bell tech was first scheduled to come while I was out of the country, so I asked to change the appointment date just few days later. The change was confirmed the next day.
After the technician left, I plugged the modem and the ADSL light went on, but I could not contact a PPPoE server. I called ColbaNet and a guy handled the activation in only two minutes. That was it, I haven't had any issues since then.

After more then a month of back and forth, I am happy to say that I am fully satisfied with my Colba.NET ADSL2+ service.
Signed up for November 1st, service was up on October 31st but initially had a lot of trouble. For the first week, I couldn't manage to get more then 5 minutes without being disconnected, although speeds were fast.
After a LOT of back and forth with their technical services, they lent me a new Versatek Modem and as soon as I used it, everything was much much more stable now.
I do get the usual disconnect but only maybe once a week now.
Getting full 15MBIT speeds at all time with NO throttling. Couldn't be happier at 28.99$ per month with no contracts!
Remember though that this is still DSL technology so it's really hit and miss depending on where you are and how good the quality of your line is. I'm fortunate enough to be close to the CO (Cote des Neiges Area) and have good line from the demark to my PC.
Tech service is hit and miss. They have one person that is EXCELLENT but that person is hard to get (obviously). Evening calls will land you with level 1 tech support who don't really know what to do...

I changed my ISP for AEI to Colba.Net about a year ago because of their advertising. ADSL2+ for $360/year. Pretty much unbeatable.
the modem was a bit overpriced but you can avoid shipping if you go to their office.
At first I was connected to the ADSL network, which was standard but it wasn't what I was expecting. I was told to wait one or two months for implementation.
It took nearly 6 months before getting ADSL2+. It was a painful process, I was calling at least twice a month to get answers, which I rarely received.
Eventually, I was connected as a beta tester for the ADSL2+ in the, newly implemented, St. Michel neighborhood.
Since then, it's been marvelous, I get 15-17 Mpbs downloads and 900 kbps uploads.

advice to potential costumers: make sure you get directly ADSL2+ to avoid the hassle, I would definitely ask for a written guarantee. other than that, great price, great speed

UPDATE: used this ISP for 3 months now, like them so much that I prepayed for a year and took a 1 year contract!
I hesitated long and hard before choosing colba.net, I read all the reviews on DSLR three times, I searched google and canadianisp.com for more reviews, I asked users on DSLR about their experience with colba.net.Finally, partly because they were cheap, partly because they had unlimited downloads, and mostly because of the superior speed they could provide, I decided to give them a try for 1 month, even with the terrible reviews they had. I'm glad I did. I called on april 16th to schedule activation for may 1st, but a miscommunicaion on my part or mistake by them, not sure which, made them activate the service on the 24th of april instead. So, 1st of may everything went well, I used a modem bought from caneris and everything went fine. When I called the 16 of april I asked for an approximation of speed I would be geting and a tech told me I would get about 10mbit/s, very approximately with no warranty of course. Sales dep. would not commit to a speed above 5 mbits, which I totally understand,they don't want the customers to be dissapointed if they would have lower speed. I personnally sync at 8800 kbps down and about 900 up.
I will now go to each score in detail.
I gave 5/5 for pre-sales info because the sales rep and and tech I spoke to was extremely knowledgable and could answer my questions with ease, even pretty technical ones. You could tell they knew their stuff.
Install Co-ordination is 4/5 because they activated the service on april 24th instead of may 1st. However maybe i'm the one at fault here, I'm not sure I mentionned this to sales rep to activate on 1st of may.
Connection reliability again is a consrvative estimate at 4/5 because I sometimes lose internet connection for about 3 mins about 2-3 times a day, sometimes none. I suspected the modem maybe faulty, I don't think it's colba.net's fault. However since i'm not sure I put 4/5, but perhaps this is not even colba's fault.
UPDATE: updated to 5/5 confirmed this problem was not colba.
Tech support is 3/5, they are very knowledgable but it takes a long times to get a hold of them. If you wait 30 mins on the phone you will be redirected to a voicemail and they don't call back. This is the weakest point of colba.net, but honestly if all goes well you don't have to call them often and they do know their stuff, so this is better than if you have immediate assitance but the tech doesn't know anything.
UPDATE: changed to 4/5 since I have had to hold on less time than before now.
Services: 5/5. Speed is faster than the competition, unlimited downloads (have downloaded at least 55 gigs, partly to test), cheap, unthrottled ( I assume, since they don't use bell's DSLAM's, didn't use bittorent yet.)
Value: 5/5 Again, it's cheap, fast, unlimited, what more do you want? 1 thing though, I have landline with Teksavvy, but still had to pay 5$ more a month for rent of a dryline (so 40$ instead of 35$) They claim it's a bell restriction, and with bell's rep around here, don't have reason to doubt them.
In short, I would recommend them, especially if you live close to the central. They said they have a customer a few blocks from where I am that has 19mbit/s, lucky guy!

3 edits | about the speeds Sure, I'll post some results that I made during the day. With the 15% less because of overhead, I usually download at real-world speeds of 7.5mbit/s, I'll post what my speeds are right now.

I'll try tonight during primetime (ie between 5 and 10pm) but so far my speeds have stayed the same all the time.
Right now I sync at 8450 down, 910 up. A few days ago I synced at 8800 down, 850 up. I downloaded at 7.5 mbits/sec, but didnt save those results.
About the annexe M, I didn't ask. I have no idea if they offer it or not.
EDIT: the speeds during primetime are the same, I could post the speeds but it's not needed, it's the exact same speed. Even since I had my connection, I haven't noticed a speed degration between day/night, so don't thnink it's a problem. | |

1 edit | Re: about the speeds BTW your disconnections are caused by the fact your modem is trying to adjust to your line conditions and ColbaNet hasn't set a maximum profile on your line.
Depending on your modem there's a way to tell it to sync at a specific rate (using DMT tools I believe) but I've never played with that.
0pen a thread on the canadian broadband forums, people will help you set it up. This is assuming you have a modem compatible with the software. | |

| Speeds not fast enough to claim ADSL2+ I find 7Mbits not enough of an incentive, given Colba's tech incompetence i have experienced. I get 5.5-6Mbits right now without any issues.
If it were 10Mbits (1/2 of max speed) it would be worth a check. Also I'm only 1km from CO, so I expect over 10Mbits from Colba, wich they couldn't deliver last year, why now?
When I hear of more that 2 people having over 10Mbits in my area I will reconsider. Right now zero people have 10Mbits service in my area. | |

It took 10 days to have my adsl2+ connection activated with Colbanet on a dryloop.
Good speed : downloading @ 1.7 Mb/s !!!! updloading @ 105 kb/s
Unthrotlled Bittorent.
Tech support is easy to reach and accurate, I had bad Vpi/Vci 0.35 settings instead of 0.32, fixed in 30 minutes 
For only 35$/month , I coul'nt be happier.
