I have the Premier tier with Cox and have nothing but great things to say about it. I haven't experienced any downtime, speeds are always where they should be, and even more with the PowerBoost feature.

I dropped this service for Embarq because of a customer service issue since May. I canceled my service on May 05th, which was scheduled to deactivate on the 10th. I returned after almost two months gone and had a mailbox full of "late notices" and a "disconnect notice". Great service, but the billing department is awful.
1.5 Mbps DSL or an incompetent billing team? I'll take the slow DSL.

Billing issues aside, 1.5/512 Embarq DSL just wasn't cutting it as a gamer. I signed up for the Preferred package yesterday at $29.95 per month for 6 months. Speeds are above advertised with PowerBoost, and I have my low ping times back.

The other company in town (Ramona, California) was SBC DSL (now AT&T) but it was more expensive and slower, so we got Cox HSI via cable. We got the bundle with basic cable, local and long distance plus 3000 minutes to Mexico, and high speed internet (2mbps/1mbps) all for $80 a month. It was a great deal. The order was easy to place, but the modem took 2 weeks to get to us. The only bad experience with this service was that when downloading larger files, the speed would go down as the download progressed, going from 200KB/s from the beginning of the download, to 10KB/s at the end. Sometimes we got a "speed boost" and that didn't happen, but that was rare. Cox also tried to bill us for "overuse" but since they had told us the service was unlimited when we bought it, they gave up on trying to do that. It was overall, a great experience. We only stopped using Cox because we moved out of the state.

| Dumped Cox for Uverse As an internet company, Cox was OK. As a cable company, they were horrible. I ordered a CableCard for my Tivo HD; they delivered the wrong one, failed to complete the installation, never managed to get it intialized, and billed me for a failed installation. Now, 3 months after we cancelled their service to move to Uverse they are still billing us for the cable services we never received.
Uverse has been fast and mostly trouble-free. We get occasional artifacts in HD shows, but we get a lot more HD channels, 1 DVR and a secondary player. The interface to the outside world is 100mbps Ethernet, our internet connectivity is bandwidth limited at 6mbps, but it's always 6mbps. The 2wire interface is OK, but 802.11n would be nice. I may turn off the WiFi on the 2wire and get a realiable 802.11n device to run as an AP so we can get our WiFi speed back up. | |

We have Qwest DSL: also available in Phoenix and Cox is the king bee here, Cox has ability to give you unbelievable speeds but you can pay the cost if you want the max. I just purchased the 20 meg service and it is 59.99 per month. I also purchased my own modem from Fry Electronics. I would say I have at least a 99% uptime with Cox.

Update 7-20-2009
Well six years later (many of which on AT&T DSL) I am back with Cox after purchasing a great new home. At my current address Cox is the only broadband option, but at least I have broadband! If I have only one option, at least Cox is a good one.
Funny, I re-read my last review and I'm happy to say that they've implemented most of my recommendations and more. I am now on the Premier tier and am getting 27Mbs down and 4Mbs up the majority of the time. Latency is super low. Doesn't slow down much in evenings - maybe drops to 17Mbs/3Mbs or so on occasion.
Price is about $56 or so. Speed is blazing fast for me. Connection solid. Overall, I'm very pleased. As far as cable broadband providers go, Cox is definitely up there among the very best.

Cox high speed internet service here in North County San Diego (Vista) is superb. That must be the reason it's so rare to hear from people in this area on these forums. Our service here is top-notch. I am supposed to get 3000/256, and I am happy to say I have never gone below those speed caps - ever. Day or night, week or weekend it is always the same speed. Pings are always low as well. Excellent job Cox.
2003-11-20 20:28:37 EST: 3259 / 257 Your download speed : 3259322 bps, or 3259 kbps. A 397.8 KB/sec transfer rate. Your upload speed : 257300 bps, or 257 kbps. Seems like broadband .. above the 1mbit barrier!
Now let's get to the negatives, few as there may be...
First, the cost keeps going up. C'mon Cox. Figure out a way to cut costs and increase profits without gouging the customer. These services and technologies should be getting faster and cheaper, and your operations more efficient. This is silly. Improve your offerings if your going to raise prices, period.
Two, upload is too slow. At least 512kbs should be standard (higher on premium tier, of course). Time Warner (Road Runner) here in San Diego has long had 384kbs upstream...and is moving up to 512kbs upload - free for their customers. If they can offer that to their customers, why not us?
Other than that, I am mostly happy.
What can a service provider like Cox do to further improve their mostly excellent product? Here's my wish list (Cox senior management please read closely):
- Upload, upload, upload! Increase your 'standard' upstream speeds to at least 512kbs, guys.
- Add tiers (I know it's already in effect in some areas) with COMPETITIVELY priced premium tiers, not the double the price idea you guys have for 1 more Mbit down and a measely 128k more up! Give us tiers like Standard (3000/512), Gold (5000/1000) and Extreme (10,000/2000). Or, maybe a low cost symetrical connection with ability to run servers (1000/1000 or 2000/2000). Be creative, come up with many different options and a la carte sub-options. Most importantly KEEP THE PRICE DOWN. - Embrace DOCSIS 2.0 It's backwards compatible, and I've got the modem, so why not offer me some competitively-priced services like the example tiers I've suggested that can take advantage of your excellent network?
Think about it. It can be done. Just do it.

New house and move. Weighed my options. Dish Network still better deal on TV, and I have had AT&T POTS + DSL for years. Wanted to give Cox a try to see how it compares.
Cox's website, much like AT&T's, is a bit of a PITA. All you're trying to do is find out exactly what something will cost. They sort of do this, but both insist that you start an order of service first.... Ie no compare this/compare that / change bundle/options and see... etc....
Anyway, moving on....
Right now, Cox promotional pricing on a Digital Telephone and HSI package (Preferred, not the fastest, Premium tier) is about $5 less then the best deal I can get on POTS + "Elite" DSL (AT&T's fastest unless U have U-Verse.) Advantages Cox: You get Caller ID, call waiting etc, stuff that you can't get on POTS without paying extra.
So the price was on Cox's side, albeit only at the promotional pricing. I figured I'd try it. When U-Verse comes to Tulsa I expect I'll try it as well.
The connection has been solid, except for a hic-cup right at the beginning, which I'll mention in detail below. The speeds have been consistent, and are fine for surfing and downloading. Decent broadband, decent speed.
Overall, a positive experience, I can recommend it. Now the Caveats:
The price of the services jumps way too much when the promo expires. This pricing guarantees that I will not be a long term Cox customer, unless they offer better pricing or new services, speeds etc that somehow make it worthwhile. Maybe once Cox has a decent selection of HD (Super weak right now) and so on and can make attractive bundles to me (TV, Internet, Phone) that might be the ticket, but right now, it's not happening.
When the service was new, and I got settled in from the move, I connected up to the Cox modem and had a link but my router could not get any IP from Cox. I tried the usual, verified settings, reboot modem, etc, no go. So finally I had to call Tech Support. Overall, the Tech support service was good, but the tech had problems with his equipment, saying that his diagnostics was down, that he couldn't see my modem, etc... and because I was using Cox telephone, he told me not to reboot the modem or we'd lose connection while I was talking with him.
The reboots, repolls, etc didn't do squat, and finally, he concluded I must have a weak signal to the modem, even though the install tech said it was strong. So he scheduled a truck roll (about 4 days later at the earliest) and promised me it wouldn't cost me anything.
End of call. I gave up. Next day, I rebooted the modem, got all greens, and booted up my PC. Low and behold, the router pulled down an IP just like normal and BINGO I was up and going. It's been solid ever since... Personally I think an outage was underway the previous evening and that's why it wasn't working.
Here's the rub, tho. The Tech came out as scheduled. I told him I'd been up and running for days and he said that the claim my signal was low was wrong as it was very strong from his point of view. He never even came inside, and left within 5 minutes of showing up, telling me to call them if I had any problems.
So, all was good... Until I received a $75.00 fee for a "2nd Trip charge" because they'd come back out. I was pretty ticked off, and called Cox. I was very polite but firm, insisting they remove the charge, which they were a bit reluctant to do at first, and had to consult with a supervisor. I didn't unload on the lady, and was friendly to her but I did make it clear that if they refused, that I would not be paying the bill and they could come take out their service effective immediately...
Luckily, they relented and agreed the problem was not of my making and therefore they removed the charge. I thanked them and hung up.
So, negatives for charging me and making me have to call to protest, but positives for removing the un-warranted charge.
So, in summary, this is good Internet service, but I feel it's pretty pricey at normal rate. Cox's caps are very very low, but I won't be hitting them, and luckily they haven't been aggressive on enforcing them. It's more disturbing now that they are starting to block applications like Bittorrent using sandvine and the like.
Good for now, but not for long term.

Update 07/19/09
No longer with Cox. The service deteriorated over time. I started experiencing constant video stall..... then off and on, I'd lose connectivity AND phone service. This increased in frequency until I was suffering recurring outages-- which became multi-day outages. I was already unhappy with the price after intro expired, and was looking at my options. The unreliability just sealed the deal.
I dumped Cox, and switched back to an AT&T Direct DSL (No POTS) line.

Cox communication is still operating with Ma Bell's mind set. I was with Cox for 6 years for year. It's good if you're using Cox for game because of the bandwidth. I use Internet for email and web surfing only. They charges very high fees and penalties. The customer service in Fairfax has very bad altitude. My basic internet and TV was $70 per month and a lot of problems. To make it easy for me, I enrolled in the automatic payment (EasyPay) with credit card. My credit card advanta company closed business with very short notice, Cox couldn't charge CC number on file. They charge me $105.75 fee for it. It was $35 for each time (twice) and $35 for return check fee even there weren't any check involved. I called them up and they won't waive. Their customer service sounds like you don't have a choice and you're stuck with me. This is true for most of rural areas. I also talked to supervisor JAY (ID 4349). He told me if I'm not happy you can cancel anytime So, I signed up with Verizon DSL and Direct TV. I don't like the dish but it works for me. As soon as Verizon installs FiOS, I will sign up. To save yourself headache, stay away from Cox.

I have a PREFERRED service (10 Mbps/768kbps w/ Powerboost) bundle deal (telephone, internet, and digital cable with DVR service) for 12 months. I was told that the monthly cost for Internet will be shown as $15/mo.
I actually downgraded to PREFERRED from PREMIER and there is really no change in DL/UL speeds. I pretty much get anywhere between 15-27 Mbps down and about 3-3.7 Mbps up.
Very happy with the service.

While living at my old residence I had Cox with the preferred package (9/768) and had no issues whatsoever, and decided to go with them again when I moved to my new apartment. They had an installer that knew the management really well and was able to get me not only the premier HSI tier (15/1.5) and digital cable with ALL the channels at rock bottom prices, but he said he was going to have it installed BEFORE i moved in.
Unfortunately with the state of the economy things change, and the day before he was scheduled to install my service, a bunch of layoffs went down at Cox. Thankfully, they showed that they had an install scheduled for my service on my move-in date (friday) between 3-5PM. at about 3:10 I get a call from Cox telling me the installer was at my apartment ready to go. The tech was friendly, very knowledgable, not to mention professional (he put on booties before coming in), i talked to him about the layoffs, and he said that there was no heads up or anything, and was just as much a surprise to him as it was to me. I purchased a Motorola SB5101 and everything fired up no problem. He then decided to check my signal levels on my modem, while all signals were within spec, he noted my upstream signal level was a tad low (around 54-55 dBV) so he said he would check the main line and come back to me. About an hour or two later, he came back and told me he found what was wrong and resolved the issue, now all signals are looking great! SNR hovers around 36-37, Downstream around 0.5-0.7, and the upstream at high 30's. I have it plugged into a D-Link DIR-655 and one of my PC's wired into it, and my girlfriend's on the wireless with WPA/PSK encryption.
Speeds have been great, in the evenings I usually have been within my rated speed, usually 12-14mbps down but my upload seems to have permaboost as it has NEVER been below 3.75mbps. On lower traffic times my upload stays as high but my down shoots up to ~30mbps thanks to powerboost. Will be posting pictures after I get off work.
Overall the entire process, from ordering to dealing with the layoffs, to the installation, was excellent. The installer was professional and very knowledgable and my services have been rock solid every since, both my HSI and digital cable. I have read some of the horror stories on here about others experiences with Cox, but so far, my experience has been nothing short of spectacular.
Update: Speed test taken at 5:30PM CST
5/19/09 Update: After a month with Cox it's still been a great service, only time it was down was due to an area wide outage, but it only lasted no more than a few hours and it was back up and running strong. Really hoping for Docsis 3.0 to hit Wichita, unfortunately the only other competition in town is AT&T DSL, with U-Verse slowly coming in, so doesn't look like it'll happen anytime in the near future.
7/15/09 Update: I still have nothing but great things to say about my service. They just in the past month boosted premier to 20/2 if only they would drop the price. Considering going to preferred to save money. Still great package for the money.

I had Cox HSI for 3 years ending until the beginning of last year.
It was just something I dealt with rather than enjoyed because of how off/on their services were. I had their top-tier internet yet struggled with my video game systems to stay online during gameplay. I also had outages somewhat often....well, several times a month to be exact.
It takes a damn miracle to get them to come out and see what is wrong and even then, the people they send out are really barely above me and you in terms of Tech intelligence.

Have been using Cox's servcies (Digital Suite) for around ten years. Cannot recall one instance of downtime without prior intimation well in advance (for system maintenance, upgrade, etc.).
It would be good, though, if they reduced their HSI standard monthly rates especially when the economy is in the toilet!
