When DirecTVDSL tanked, I needed an ISP with a static IP, preferably no contract, and no blocked ports. Quadranet provides it all at a resonable cost. They are, as far as I can tell, the *only* carrier providing this level of service at this price in Fresno. They advertize the product as 384-1500 / 128. I'm getting about 768/128, which I'm satisfied with, though I did have faster downstream service with DirecTV (closer to 1500).
There have been a couple of short slowdowns and/or outages, however, at least one of them was related to an internet wide attack in late January and not to anything at Quadranet. The reliability is good overall, though not absolutely 100%. I do not use their mail or news servers so I'm not familiar with their reliability.
The order process was a bit mucked up because of DirecTV's disconnect procedure. Even so, the connection was live faster than Yahoo/SBC could promise (by about a week) and worked just as advertized. I was able to email and talk to real people who actually know what's going on. I purchased a second hand modem for about $75 which has been working perfectly and, other than than, there were no setup or installation charges (I self installed, of course). They quoted me $50 per month with no contract, just on a month-to-month basis.
Overall: I'm pleased with the service and happy to be back with a local ISP for the first time in about 4 years.
Update: 10-2-03 I've been with Quadranet now for a little under a year now. Their reliability is supurb. I've had a very few short slowdowns/outages, most of which were early on. With DirecTV I had occasional problems with the modem that would require a modem reboot (they never did solve those problems). Not so with the modem (and connection) I have with Quadranet. Billing is a snap (they send me a statement every month and bill the CC). Everything works just the way it's supposed to. I'd recommend them to anyone in the area.
Update: 5-2-04 - Quadranet was great. Got a notice a couple of months ago that they were selling their accounts to The Works internet. I must not have read correctly, but they didn't sell their DSL customers, and didn't tell us what was going to happen to us. They died and away went my connection with, IMO, zero notification. Another one bites the dust...

Quail Lake is a gated community a few miles east of Clovis. Being somewhat remote and in a rural setting, I assumed Pacbell must have an RT in this area. I called ahead before our home completed construction. They started my order about 14 days before we expected our home to complete construction.
As it turns out, the home completion date lagged, but the 2nd evening we moved in our service was up and running.
I had a similar service called Raw Bandwidth in San Jose, and it was like a continuation of the same service. Transparent, smooth, and fast. In fact they completed the hook up 1 day prior to the expected date.
I used the same 'gear' (Westell modem, and filters) I used with my previous service. Quadra Net called me on Tuesday and gave me all my pertinet info with regards to IP address (static), so self-installation was a breeze, and free.
I felt better using my old reliable Westell rather than the Speedstream they typically provide.
First test yielded 1049/92. I will track it now and then and see if the low upload is typical. But for now I am very pleased, and highly recommend the service.

I know there are many, many frustrated ASI=PacBell customers in our area (Fresno, Ca). We're all fed up with the lack of technical expetise and the arrogance of the ASI techies and billing gnomes. There is a new answer in town. Qnis.net (QuadraNet). A small company anxious to please with a good bedside manner and the technical skills to back it up. They also offer a single, fixed IP at just slightly more than ASI's PPPoE nightmare. While dependent upon ASI for install and technical, telco support once ASI is out of the picture it's smooth sailing. QNIS techies also speak networked w2k, unix and linux (unheard of at ASI support).
