I've only had Cox HSI for around 4 months. I've had no problems, but setup was extremely fast and easy. I ordered Cox HSI Residential Service at ~3000/300 for $35/month. It has a dynamic IP, although it hasn't changed... ever. All I had to do is wait for the Cox tech to come and change the line filter. I bought my cable modem because renting prices are absolutely ludicrous! Overall, I've had a great ride.
Update:
I've been on a little longer since then. The prices have gone up to $45/month. It's still not that bad. I've been seeing speeds of around 2700/250, which isn't that bad in my opinion. I've noticed no outages and the ping times seem OK (~80ms usually). My IP is still the same since I ordered broadband. I don't really see a point in spending more for static IP. Even if you power down your modem, your IP stays available to you for a little while longer.
