    I've been using Cogeco for a while (about three years) and I've rarely been disappointed. Speed doesn't seem to fluctuate much and my connection rarely goes down. They've just switched me to a static modem rather than the DHCP-served one I used before so I hope to be able to report back on any perceived or logged differences in a few months. It's pricey but that's what it costs to have a static IP when you're hosting multiple sites...
