In october of 1998 I got road runner and had speeds around 5000/1100
When I got the service it was as great. Note below three years after.
    2001-06-15 10:07:28 Speed test 2412/840 kbps
    2001-06-15 09:57:04 Speed test 2298/791 kbps
    2001-06-15 09:46:52 Speed test 2255/821 kbps
    2001-06-15 09:46:07 Speed test 2272/834 kbps

(please note that some of these tests are offpeak times so sat nights at 8:00pm they would be a good 300kbps lower on the down speed.

    Update 3/1/04

I have had RoadRunner for about six years now, and I have been through all the speed tiers and all the troubles. I have lived through out the Capitol Region which is around Albany NY, and had the service in Latham, East Greenbush, and two different locations in Albany.
Originally the service would level out at around 5000/1000 but over the years TW brought it down to 1500/128 and now up to 3000/384 where it has stayed. I pay a total of $129/month for everything from TimeWarner now and this gives me digital cable with now 11 HDTV channels, 1 HDTV DVR, 1 Regular DVR, and two Scientific-Atlanta-2150 HDTV recievers. All HDTV setboxes have DVI and Components outs, also I have on-demant service and 14HBO's and 20CineMaxs. The cable modem is a toshiba PSX2200, I get outages but they are bearable and do not happen frequently. Time warner's latest modems have built in 802.11b and since most peoplein the area have them, My labtop is always in wifi heaven. There used to be 5 CLECS and an ILEC in my area, but now it is just Choice One , Covad and Verizon as far as DSL is concerned. None of them can offer me service since I don't have a house phone and rely on my cell phone. As far as cable is concerned, we have a choice of Road Runner, Aol, Earthlink, and Localnet. Their prices are basically all the same so I just stick with Road runner, its $4 cheaper because I also have CableTV with TW.
Tech Support is good, virtualy no hold on the line, but if I could I would get Speakeasy's
DSL 3000/768 service so I can run my server in peace, although no one has said anything about it from TW end. It has been up for over 100 days at this appartment, its nothing special just so friends and familly can view pictures from their houses. If they send me a letter thought I guess I'll turn it off, although in total it has been 3 years with it running and no one has said a word.

webmail.nycap.rr.com works great, news servers leave a lot to be desired. Good web portal if youre into that sort of thing, I for one don't care, my home page is google.
The speed now is a constant 3000/384 or very close to it. I ping in mid 30s to DSLR, I am also about a 4 hour drive from Nac.net so its not a fair judgement.
    ----------------------------------------------------

Actually still have the pink paper, customer copy of my First RR set-up April 15 1996!

Ok fast forward 11 years, still live in the area, suburbs of Albany have FIOS, so RR speed is 10/1 in Albany 15/1 in FIOS areas. DSL is horrible because no one will put in a dry loop. No matter where in the city you live since Albany is college town you will find a lynksys or Netgear or some other unsecured wireless.

Downtown has Albany Net, small coverage area but free wi-fi.

FIOS in this area is 15/30/50, cost is $34, $44 and $69. FIOS TV is available but the town is trying to work out an agreement so no one can get it, though VZ tells you how awesome it is....

I dont really need RR and wish they had a cheaper tier then 10/1 for $44 ($49 without TV)
